After a month of hard work, Xion had deployed his bio-spheres throughout the Milky Way using a Pegasus galaxy Stargate. With the substantial biomass left from storing Wraith ships, he could create hundreds of thousands of bio-spheres to cover the entire Stargate network of the Milky Way, and still have ninety percent of the stored resources remaining. This was because creating a bio-sphere used less than 0.001% of the resources of a hive ship, which was three kilometers long compared to the one and a half meters in diameter of a bio-sphere.

Xion continued to oppose war, and his plan, as always, was a strategic and surgical attack to ensure victory in a single blow. Therefore, information was vital in this plan, and like before in the ninja world, he deployed his spies everywhere. However, here the plan would have slight variations, as it was crucial to convince enemy forces to join him, which was not as simple as capturing the Goa'uld.

Xion had to attract the Jaffa to his side and discredit the divinity of the Goa'uld, which would quickly end the war, as without the Jaffa, the Goa'uld were nothing. Those guys didn't even pilot their own ships, and if they did, they could only handle one at a time. They couldn't rely on the creation of other Goa'uld either, as they were traitors, and they wouldn't accept being soldiers unless their brains were washed, like Anubis' soldiers, but that required an infrastructure they didn't have. They could also opt for conventional brainwashing, but once again, that required resources they didn't have, and their attack was already underway.

In Xion's plan, the bio-spheres were a fundamental part, as without knowing the location of the Goa'uld lords and information about their troops and movements, they would be blind. Additionally, by deploying the bio-spheres through the Stargate network of the Milky Way, he had gained many things. The main one was access to all worlds and information about them. He had located the Aschen and dozens of other species that appeared in the series.

However, the most important discovery of all, and one that was groundbreaking because it could give him an advantage in any universe with advanced technology, was the Atanik technology. The Atanik were an ancient extinct human race, but they had left extremely powerful technology, "on a human and even semi-divine, or lesser god, level, as he was." This technology was, of course, the technology of the Atanik bracelets, which he discovered in their ruined world.

Atanik technology created super-soldiers from ordinary humans, giving them super strength, super speed, super reflexes, and super senses. An Atanik bracelet could turn someone into a demigod. However, the Atanik were destroyed because this powerful technology worked with a virus responsible for all the enhancements, but unfortunately for the Atanik, this virus was too weak, and any immune system could take care of it. As a result, these super soldiers reverted to being common soldiers within days.

This was not their only disadvantage, as to enhance the senses, the virus caused a hormonal imbalance that generated an overabundance of drugs in the wearer's body so that the brain could process the increased senses, and the super soldiers could control their abilities. The resulting side effects were not surprising, and anyone using these bracelets would end up becoming a violent and egotistical madman.

Xion considered this technology to be the most powerful in all technological universes he knew because he believed it could easily solve his problems. Firstly, he replaced the virus with his bio-nanites, which no immune system could eliminate, as they were responsible for controlling his own immune system. As for the second flaw, he simply had to activate the bio-nanites when needed and deactivate them when not in use, which was even easier because he could do it at will, and the bio-nanites would eliminate excess drugs in seconds, restoring balance in his brain.

Finally, Xion was no longer human, and this technology was designed for humans, so he had to create a prototype adapted to his own body, which took him a month.

Now, in addition to his psychic powers, he was the ultimate representation of physical power in this universe. Excluding the ascended beings, he could be considered a demigod, although he was by no means comparable to an ascended being, who could modify reality and erase him from existence with just a thought. Apart from that, this galaxy and the Milky Way were safe places for him, as ascended beings did not interfere in mortal affairs there, and he had not encountered them so far. He had even been posing as one of them, and no one had questioned him.

Xion was now in his laboratory, as he had made another discovery that he could use to attract more allies to the empire and thus have less work for himself. After all, this was not his universe, and he didn't plan to stay, so it wasn't fair for him to work for the benefit of others.

Xion's thoughts were interrupted by the opening of a capsule in front of him, revealing a woman who was 1.80 meters tall, with a body that seemed like that of a goddess, pale skin, and wavy golden hair that reached her waist. She had soft features and was dressed in a simple white dress with a Greek style.

The woman opened her blue eyes and stepped out of the capsule.

"Welcome back to existence, Egeria," said Xion. This was the Tok'ra queen, Egeria, a Goa'uld queen who disliked enslaving humans or taking over their bodies. She was the origin of the Tok'ra and the mother of all that existed.

Egeria had been one of the few Goa'uld who realized that the sarcophagus drove others mad and refused to use it, also prohibiting her children from using it. Because of this, the Goa'uld banished her and sealed her on an abandoned world, where the local humans discovered her a few years ago and, after conducting some dubious experiments, managed to create a drug they called tretonin, basically consisting of Goa'uld blood obtained from Egeria's offspring. Although this was an atrocity, she did not try to harm her captors and only created consciousness-less larvae for the people of that planet to continue using. For Xion, this was extremely murky and made him think that this woman was a tree hugger.

While he was thinking, Egeria was assessing him. He had used the nanites to restore her youth, as not having used the sarcophagus and being separated from a host, the symbiote was on the brink, and It could die at any moment. Additionally, Xion saved time by transferring some knowledge through the symbiote's genes, so she already knew all the events up to that point.

"What do you want from me?" Egeria asked directly.

"The Empire I am creating needs administrators, and I believe the Tok'ra is ideal for those positions," Xion replied.

"The Jaffa will not agree," Egeria said.

"The Jaffa are the warriors of the Empire, but they are not the only ones fighting against the Goa'uld. Also, I don't want the Empire to lose perspective, and I don't want the Jaffa to forget their origins," Xion explained.

"Do you think they could potentially intimidate the rest of the Empire and turn it into a military regime?" Egeria asked, analyzing the situation. Xion nodded.

"I need administrators who won't yield to strong words, as the Jaffa are not kind individuals and see a lack of character as a weakness," Xion explained.

"Will you provide us with the technology to create bodies for us and the enhanced nanite technology?" Egeria asked, as the Tok'ra were not like the Ancients and valued technology. They were also more protective of their lives and existence.

"Nanite technology is dangerous, but as long as it's used as a treatment and not permanently, it will be fine. As for the genetic technology I've used, I cannot give it. However, creating bodies for you will not be a problem, as the resources are insignificant; only the technology is valuable," Xion explained.

"You won't share the technology you obtained in your exploration of the galaxy, and I assume you've already eliminated any traces of knowledge deposits similar to those you found alongside the Tau'ri," Egeria said with some frustration. Xion shrugged.

"I've kept it all, and since they won't die if I don't share that knowledge, I don't feel obligated to do so. Also, if I did, I would lose control over this project in an instant, and everything could end in disaster.

"The technology I am willing to share will be the same as what is already in the hands of Earth. Considering that the Tok'ra already possess technology at the level of the Goa'uld, their technological development will be thousands of times faster than that of Earth, as long as they don't do anything foolish and try to imitate the Goa'uld without sharing this technology with the species that join the Empire or with the humans who are now Goa'uld slaves," Xion explained. Egeria sighed.

"So be it then. Please, take me to my children," Egeria requested. Xion nodded and sent a report to the Ancients to inform the few remaining Tok'ra in Atlantis that their mother wished to see them.

The Titan ship remained in orbit around Lantea, but he also requested permission whenever he had to descend to the city, as it belonged to the Ancients.

The Ancients took a minute to prepare everything, while the Tok'ra kept sending messages, but Xion ignored them and sent Egeria to deal with her affairs with her children when the Ancients gave him permission to transport her to the city. He had matters to attend to and also sent the respective report for that.

A few minutes later, xion headed to one of the cargo bays of the Titan, which had increased in size to ten kilometers to accommodate the Wraith and all the resources obtained from them. A shipyard and several training grounds had also been built for the five hundred Jaffa training with Teal'c and Master Bra'tac.

These Jaffa had previously served Apophis, but after his fall, they were persuaded by Master Bra'tac to join Teal'c. Apophis had thousands of Jaffa under his dominion, but most of them joined other Goa'uld Lords or remained in the service of the few minor Goa'uld serving Apophis. It was a true miracle to have recruited so many Jaffa for his cause, thanks to Bra'tac forcing them to face reality, showing them how Apophis was imprisoned and how he was beaten to death without being able to do anything, revealing the true pathetic nature of that parasite…

Xion shook his head in his mind. He had already resolved that matter and its consequences. Now he had to set aside his hatred for Apophis, as it was his own impatience that led him to make that mistake. Although it was hard for him to think about the little snake without feeling the desire to break his bones. If given the chance, Apophis wouldn't have a good time.

"Xion, we've received your report," said Teal'c, while Master Bra'tac frowned, and Xion thought it was a miracle that he didn't spit on the ground.

"Humans enslaved by the Goa'uld have a limited understanding of civilization administration. It would be ruinous to have them manage the empire. It would take decades just for them to adapt, and if I grant them technological knowledge, the empire is likely to be engulfed in internal wars when their tribes or peoples clash," Xion explained.

"On the other hand, the Tok'ra have been working in administration under the Goa'uld for thousands of years and are already familiar with their technology. They can also teach others everything needed to maintain the empire and advance at a sustainable pace," Xion explained.

"They are Goa'uld, they have killed thousands of Jaffa under their service, and condemned many more," said a Jaffa unable to contain himself. Xion looked at him, frowning.

"The Jaffa have enslaved the entire galaxy by serving the Goa'uld and have killed almost every Tok'ra who has died in the last two thousand years.

"This is not a matter of settling scores but the birth of an empire from the remnants of an atrocious regime. We cannot start keeping tabs on who did what, as long as we can establish proper conduct, acceptable morals, and the ability to get the job done, we must move forward.

"However, I am willing to hear ideas about who would be better qualified than the Tok'ra and who desires or can take on the administrative role better than them," Xion said.

The Jaffa were not willing to accept his words, but in the last part, they looked at each other.

"We will not serve the Goa'uld," declared a Jaffa, unable to say more.

"You will serve the empire, its laws, and its people. That is your duty as warriors. The day you serve a species, person, or ideology, that day you can only consider yourselves hired thugs," Xion said. "The Tok'ra will also serve the empire, and it will be their duty to ensure they fulfill this role, as their position will be administrative and not that of rulers," Xion added.

There would be no rulers in the empire because he was the ruler and had no role beyond the foundation. The rest would be managed by a program that would take care of everything, following the established laws, rules, and administrative order.

"The ruler of the empire will always be Xion, and in the years we have been companions and allies in this fight against the Goa'uld, there is no one more prepared and in whom I trust more than him," Teal'c endorsed.

"Our fight hasn't even begun, and this empire is just a name and a hope. We cannot afford internal struggles before even getting a start," Bra'tac admonished. "We depended on the Tok'ra in the past for our missions against the Goa'uld Lords, so their loyalty and willingness to help our cause, and their own cause, are proven. Our 'Emperor' and true 'ruler' of the empire is Xion. If the Tok'ra join this cause, they will remain our allies," added the elder, whose words were not entirely diplomatic, but that tone was considered diplomatic among Jaffa warriors.

The other Jaffa clenched their teeth, but there were no further complaints, only frowns and reluctant expressions. Xion knew that these Jaffa had been working with the Tok'ra since the fall of Apophis, but that was not entirely accurate, as the Tok'ra reported to humans, and humans to the Jaffa. No one would think of putting a Tok'ra and a Jaffa in the same room. But Xion already had a plan for this, and that's why he had created the administrative program, which would ensure that enmity between the Tok'ra and the Jaffa did not harm the empire.

"How are you adapting to your new armor?" asked Xion, looking at the Jaffa who, in the last month, had been training to master their new weapons and armor, in addition to receiving an intensive piloting course, as the entire empire's fleet would be led by them, and they had to familiarize themselves with those ships. Xion also hadn't taken risks with these Jaffa, and all of them had undergone a lie detector test before joining as the first warriors to serve the empire.

Teal'c looked at his own armor, which was no longer the trinium chestplate and mesh that Jaffa used to wear. Now, he had a full-fledged futuristic armor, similar to the armor of Anubis' warriors but with more upgrades. It was integrated with a personal shield system, an energy-to-matter storage device to charge provisions, weapons, and first aid equipment, life support system, sensor array, and heavy armor in case of melee combat.

The weakness of Anubis' warriors was that a simple needle could pierce their armor and incapacitate them, injecting either poison or a potent drug. Knowing this flaw, Xion decided to opt for armored suits. This way, knives, swords, spears, blunt weapons, needles, everything would be dismissed since the armor, with its own shock-absorbing system for blunt weapons, would have to break before such things became effective.

The cost of this was an armor that weighed almost a hundred kilograms, something impossible for an ordinary human to carry. However, the Jaffa, with their complete hybridization, could lift an average weight of three hundred kilograms without much effort, so this armor would be equivalent to a human soldier carrying a weight of thirty kilograms.

"It's comfortable," said Teal'c after inspecting the armor, whose design consisted of plates with reliefs of ancient runes on an interface that was a tight-fitting suit, where the life support and the administrative link system between Teal'c's body nanites and the armor control system were located. Xion smiled.

"Teal'c, in three days, we will be crossing into the Milky Way. Prepare your men," Xion said.

"Emperor, we are few against many, but the Free Jaffa will fulfill their purpose," Teal'c said, placing his hand over his chest, and his Jaffa followed suit.

"The Ha'taks are ready, and at this moment, the Titan is releasing them. You and your men can head to the transport platforms to put your training into practice so far," Xion said. The eyes of the Jaffa lit up, momentarily forgetting about the Tok'ra. That would be dealt with when they met face to face.

The next day, this face-to-face meeting took place on the bridge of the Titan. Egeria, accompanied by five of her children, including the former Tok'ra leader and Janise, a Tok'ra who appeared in the original series and whom he knew, presented herself. She had discovered the Atanik technology in the original story and had brought it to the SGC to test it, being a scientist among the Tok'ra.

On the Jaffa side were Teal'c, Bra'tac, and four other Jaffa commanders. Xion watched both groups from the Asgard throne of the Titan while they stood in front of a hologram of the Milky Way that was between them.

"So, if we want to efficiently defeat the Goa'uld, we must make their Jaffa slaves understand that they are not gods," said a Tok'ra with a neutral tone, although his words were clearly filled with contempt and accusations.

"We must also remove the Goa'uld who supposedly support us and are now part of the System Lords, managing their territories. Undoubtedly, that will also be helpful," said a Jaffa with much less success in hiding his resentment.

Teal'c growled to silence those who wanted to support while Egeria gave her people a warning look.

"Both proposals will have to be carried out in order to deliver the final blow to the Goa'uld empire," said a third voice, as a hologram of Xion himself formed next to the holographic projection of the galaxy, and both sides blinked as they saw him.

"I present to you the laws and rules of the Rising Empire. I've named him the Judge; he's not an AI, but he can learn and adapt. He will ensure that the laws of the empire are upheld in political and military administration," explained Xion. The Judge had the same appearance as him. Both groups blinked and then looked at each other with satisfaction, knowing they would be under surveillance.

Xion pointed at the map, and it expanded over a barely habitable desert planet. Then it zoomed in further to show the situation inside the temple, with over a thousand watching Jaffa. Their bio-spheres were ready to begin the conquest and were monitoring everything closely.

"Is it a real-time map?" asked Egeria astonished, then looked at Xion with a certain distrust.

"The Goa'uld have control systems integrated into their fleets; this level of infiltration is necessary because I also plan to broadcast to each of their ships. Don't worry, when the war is over, all satellites will be removed. This is just part of the war strategy," explained Xion, showing the view of the planet and the temple of Dakara, where he knew a dangerous Ancient weapon was located, and he would dispose of it in this war.

"We will need military satellites to properly monitor our territory," said Teal'c.

"Sensors will be sufficient," said Egeria, as the bio-spheres really left nothing to chance.

"I think that's appropriate, but we don't have satellites yet, so that will be decided later," added Master Bra'tac. "Now I'm more interested in knowing why there were red areas on this galactic map," said Master Bra'tac. Teal'c nodded, and everyone looked at him. Xion restored the map to its previous state and zoomed in on one of the red areas, composed of some solar systems, identified as the Haschen Federation.

"They are genocidal; they wiped out the solar systems near them and now use them as farming grounds. On their main planet, they number in the billions, and their technology is no less advanced than what this empire currently possesses. I have delimited their borders. I don't think it's advisable for us to approach them. Fortunately, their hyperspatial technology is deficient, and they also don't like to leave their own world. They are not fond of wars, have a high opinion of themselves, and won't risk their lives in a war. They use stealthy plans and biological weapons to eliminate their enemies," explained Xion.

"It seems there are greater threats in this galaxy than the Goa'uld," said Master Bra'tac. Xion nodded. The Haschen Federation was a full-fledged empire, and they had the technology and numbers to back them up.

"It's better not to approach these people until the foundations of the empire are established," agreed Egeria.

"One enemy at a time," agreed Teal'c.

"That is the most advisable," said the Judge.

"The other red zones cover similar territories, but don't worry too much. We also have some advanced civilizations with which we can establish relations and stable trade," explained Xion, showing some green areas. Then he returned to Dakara. "Now let's get back to our war against the Goa'uld," said Xion.
