Sitwell's analysis suggested that in order to recruit Charles, they might have to offer him a high-ranking position, perhaps even the position of a head.

As the leader of this branch, Alexander considered Sitwell's analysis and said after some thought, "It's not feasible to give him such a position just to recruit him. It's not in our interest."
Sitwell wasn't surprised by his boss's refusal and continued, "Mr. secretary, we don't actually need to recruit Charles."
"I've found an interesting point that we can use his strength without needing to recruit him."
Pierce immediately became interested when he heard his assistant's words. "Tell me about it."
"Mr. secretary, Charles's agency accepts any kind of task, even things that won't be accepted in Continental hotels, all can be commissioned through his agency."
"Whether it's finding lost items or destroying an organization, they are willing to take them on."
"So we don't need to absorb them. We just need to give them some of the tasks we need to accomplish as commissions."
Upon hearing his assistant's analysis, Pierce chuckled and then confirmed, "They really will pick any tasks?"
Sitwell recalled all the information on the Charles Agency and then said, "Based on the information we have, they don't turn down any tasks."
"Whether it's destroying the Assassin's Brotherhood, annihilating the Hand, finding Tony Stark, or even some smaller, more bizarre tasks, their agency has never refused and has maintained a 100% completion rate."
Upon hearing his assistant's firm words, Pierce laughed, "Ha ha ha!"
"Great, this is great."
"It's just like what we control - the Strategic Homeland Intervention, Enforcement, and Logistics Division, we don't need to be the director all the time, but being able to command them is enough."
"Sitwell, take some time to contact them and try to give them a task to see their reaction."
