Kaido handed a piece of intelligence to Arceus. It was the World Government's evacuation plan for the Flevance royal family. Unless under special circumstances, the royal family wouldn't choose to leave their own country. This kind of thing indicated that a disaster was imminent.
"Let her experience the true reality of the human world. You've sheltered her too much. In my opinion, she should have witnessed what hell looks like a few years ago."
