He knew that magical ingredients and materials, such as magical plants and creatures, were in high demand, while their populations were not sustainable enough to keep up with mage consumption.

As long as he couldn't solve this problem, Daniel couldn't outright ban human experimentation or the use of ordinary people as resources.
