"All right let's talk about our progress so far. Update me on the expansion of the Gotei 13 and its area of influence."
Píng'ān answered Ichibe.
"Yes, Head Captain. Our progress has been good in the past five years. Since you were here last, we were able to completely take over Nantong, Suzhou, Hangzhou, Ningbo and Jinhua.
To the east, we managed to secure Xinyang, Xiangyang, Nanyang, Yichang, Changde, and Changsha."
"To make it more clear we can talk about the provinces Head Captain. The provinces of Anhui, Henan, Hubei, Jiangxi and Jiangsu are pretty much under our full control.
Shanghai is the problem right now. But we are making good progress there. It's just that too many factors play into taking it over completely. And we don't want to gather too much attention.
So that will take a bit of time."
Ichibe thought about this for a moment. Shanghai was enormously important. It was not just a global financial core point but also an important place for them to expand from.
Many people went there and came from there. From Shanghai, they would begin their expansion towards South Korea, Japan and more.
So that was gonna have to be claimed.
"I'm sure that you all know how important Shanghai is for our plans. It's an important connection to the whole world. Not just financially but also geographically.
So that will have to be taken over first thing. You have my permission to use your Zanpakuto's when you've gotten comfortable enough with them.
You will have to stay a mystery and a legend. Don't get seen by anyone or get photographed. It is important that our enemies don't have any information on us.
And that's where the third division comes into play. Your information network is perfect to insure that nothing gets in or out and especially rivalling groups will have to be eliminated.
Make sure that you notice each spy from big groups such as the Hand. And if you notice them, the second division takes them out. But stay under the radar.
If there is something that goes wrong, contact me. I'll have some more free time from now on and I'm willing to lend a hand as well. Should mysteries arise that you have no explanation for, call me. There are forces in this world that you can't face yet.
So, make sure to train hard, ok?"
All three captains nodded their heads.
"Good, so after Shanghai has been claimed we shall start going along the coast until we reach Hong Kong. Again an important city and a must-have if we want to secure our role in the whole of China.
The other countries can be discussed after we manage that. Jeju island is probably the way into South Korea and Japan is also going to be important in the future."
Ichibe waited another moment to let this sink in.
"Then to the last thing. You must gather good people for the Gotei 13. We can't do everything ourselves. But if the citizens see that we are helping them, they are going to give something back.
The hearts of the people is key here.
But make sure that you get good lieutenants. The three you have are good. I made sure to check them when I came here. And after you have gotten used to your Zanpakuto, I'll see whether I can give them their own as well."
With this last piece of information, Ichibe left them all to do as they pleased again. They would probably want to start meditating with their Zanpakuto.

Ichibe had left China again. He was on his way to Russia at the moment. As he was walking, he thought about the things that he found out after he had forged his Zanpakuto.
There were two very important things that he found out. He was very happy about them too.
One was that it seemed he did not just have the skills and abilities of Ichibe Hyosube, but also those of Oetsu Nimaiya. How did he know that?
Well, he knew the theory of how to forge a Zanpakuto but not the exact steps. Normally he should not have had success on his first try no less, in forging one.
But he did. And he also knew all about the Zanpakuto and Asauchi when he thought about them. It seemed that he would gain the abilities of the Royal Guard if he thought about them and used them.
That was seriously OP.
The reason that was so overpowered was the other thing he found out. Due to his special constitution and circumstances, and the fact that he has the abilities of Oetsu Nimaiya as well, he is able to create Zanpakuto's for himself.
There is no limit to what he could create. His soul has gotten so adaptable due to the fusion with the Soul Stone, that this was possible.
And you can imagine that he was going to do that. He always wanted to use some of the Zanpakuto of Bleach. Ichibe was of course one of the strongest, if not the strongest.
But using Nozarashi or Kyoka Suigetsu were also things that he wanted to try out.
That was future talk however and not something he would do now.
Forging an Asauchi truly needed a ton of souls and he did not have unlimited of those.
What's more, is that he strictly speaking was interfering with Mistress Death. The way he was collecting souls could not be something she was happy about.
But he didn't care. She either shut up or got covered in ink. Hehe, that was funny.
Now he was going to Russia to find a certain organization that was apparently manipulating small girls and turning them into weapons. He was thinking of destroying them, if he can find then and they even exist.
He had heard that some high-ranking military man was the head of this organization, but the Gotei 13 did not have any information that was concrete about it. As far as they knew it was only a rumour.
Well, for now, Ichibe only wanted to know if it existed and if it does, where this organization was. After that, he was probably going to the USA to get some properties there.
Tony Stark was probably going to take up his father's mantle soon. So he wanted to get some land in different states that the Gotei 13 could use and build their bases.
