As he was a human he can speak human language as Fact check:Meowth learnt to speak human language. but he may troll people by speaking in Pokemon language that is 'pichu' or 'Pikachu' .
He will come to learn to use some moves of electric Pokemons as well may create moves or combos of his own by further training.
As for the system tag I have added as I don't like sentinent systems so it will be just an graphical projection of his stats and info.
And to add Authors taste pichu will only evovle to become an Pikachu but it will never evolve further only its use of electrical energy will evolve
