Successfully summoned Patronuses come in two forms: physical and non-physical.
Professor McGonagall showed both forms to the two of them a moment ago, but the disembodied Patronus she summoned was not as exaggerated in size as Fish.
If Professor McGonagall's disembodied Patronus was a cloud, the Patronus summoned by Fish was a sea of clouds.
Normally, there is no direct correlation between the size of a non-physical Patronus and the final physical Patronus, and most wizards summon non-physical Patronuses without much difference.
