Legion-7 strings up the cosmic energy from the Authority of the Celestial Supreme into a tapestry with law fragments. He is the one with the best ability to manipulate law fragments. His manipulation is not perfect but he is the fastest at it. 

The tree father has better manipulation of cosmic energy but he is slow. He can't keep up with the requirements for the law matrix but he helps to move things along by correcting small mistakes and making the threads of cosmic energy more malleable so that Legion-7 can manipulate them easily. 

Legion-1 has to make sure that there is no resistance between his inner world and the budding law matrix while simultaneously reducing the backlash from the budding law matrix on his inner world. Every little addition to the middle layer is actually being engraved on his Origin core.
