Businesses are starting to open up again, and that's good news for the town of Horace. Residents are starting to feel like their hometown is making progress. Chief of Police estimates that about a quarter of the population has already moved back into their homes. "We're guessing they either had minor damage or no damage to their homes and now that the power is back on, they see no reason to stay away." When we asked the chief about safety, he had this to say, "Things have been great so far. There has been minimal issue with theft, but we aren't having any other problems with violence. The community has really stepped up."
