Capítulo 19: Chapter 18 Preparation
A week after the visit from Scarlet nothing is happening. The reason is, Shinra focused all its personnel somewhere else. Because, just two days after Scarlet was killed. Sephiroth re-emerged along with Angeal, Genesis, Cloud, and Zack taking over Junon base ang make it thoir own while calling themselves Night Raids to oppose Shinra.
Because of this, Wutai sees this as a chance and they declare independence before destroying all Shinra facilities in Wutai. They were helped by a friend that Yuffie Kisaragi befriend named Vincent Valentine. They've been taking down Shinra base one by one.

Midgar, Shinra Electric Power Company. In the meeting room of the Higher up.
*BANG*
"USELESS!" yelled president Shinra as he addresses his board of directors.
"How can you let that group of traitorous SOLDIER roam free that they now take over Junon! Also, that group of Hyena from Wutai. How dare them to spit on our kindness and start this rebellion after we spare them!" he said in one breath and look at his board of directors.
"Where is Scarlet by the way? How she has not come when we are in this emergency?" he asked.
"Mr. President, she has not come back ever since you sent her to retrieve Luke Valentine at Sector Seven. I think she might have already died in his hand." answer Tseng that now was head of the Turks.
"Huh? And how there has been no news come to me about it?" he shouted.
"That is.."
"Whatever, Heidegger gather all personnel and SOLDIER we have and pool all our funds to enhance them to their limits. There should be one or two that we can strengthen up to Sephiroth's level of strength." he said.
"It shall be done Mr. President. I think we should send personnel to retrieve Jenova from Mt. Nibelheim then." Heidegger answer.
"Do as you see fit. Tseng, you go meet this Luke Valentine and see if we can hire him to our cause." he said.
"Mr. President, I think that might be impossible as he was the brother of that Sephiroth. I think that this Night Raids group also has connection with him." said Reeve Tuesti in objection.
"Then kill him, and use his body as a new source of SOLDIER programs. I heard he is more perfect than Sephiroth and those two other First Class SOLDIER as he can take down their group of three alone without a sweat." he said.
"But sir, we don't have personal that can go toe to toe with him to capture or kill him!" he answered.
"Then bury him along with Sector Seventh by exploding the Mako Reactor of sector seven."
"But, the casualties of the civilian will be great if we do that!" said Reeve heatedly.
"Mr. Reeve, all we do is follow Mr. President's direction. As for the casualties of the civilian, they are just necessary sacrifice. We can just blame it on that group of terrorist Avalanche and be done with it." said Heidegger.
"See! This is what a good subordinate is. Heidegger, I leave the enhancement of the SOLDIER to you. You must have an idea as to whom we will focus our efforts on." President Shinra said on his sit.
"As you order Mr. President. As the subject for the enhancement, I have three in mind that we can focus on. After all, they all have little to Sephiroth DNA cell in them that make them superior than others." he answers.
"That's good, then proceed with haste. No failure is allowed! Meeting adjourned." he said.
"Wait, Mr. President!" Shouted Reeve.
"What it is Director Reeve!" said President Shinra with a frown.
"Please at least make the detonation of the Reactor as a last resort. We don't know if it will work on someone like him after all and we need all resources we have to create another SOLDIER of Sephiroth class so we can't let any reactor missing for now." he said with sweat on his forehead.
"Hmm, you have a point. Then we will not make any move until all these plans we had borne fruit. We will enter a development phase from now on." he said and close his eyes. Didn't want to make another statement, making the board of directors leave.
I the next two months, Shinra brings back almost all their personnel to Midgar and focuses their strength here. Then they enter a period of silence for another two years. But, like them, Night Raids and Wutai like they are on the same page, also enter a phase of development as they start to recruit more people for Night Raids and training stronger warrior for Wutai.

Luke POV
Another peaceful day has passed, even though it was two years since Scarlet incidence. There are no more movements made by Shinra and I did not go make many waves for this.
Today the girls were all helping at Seventh Heaven because it's been busy there for a while now and I was left to watch over Marlene when Barret comes to entrusted her to us. Right now, she is asleep after we play game for an hour.
These pass two years Aerith and Ifalna has also found something to do like Claudia, Rena, and Tifa with their Seventh Heaven. They have opened an orphanage and have picked up many orphan and street children to be raised at the orphanage.
*RING**RING*
"Huh, did we expecting a visitor today?" I thought as I walk toward the door.
"Yes, who is it?" I said as I opened the door.
"Hello, you must be Luke Valentine." said the person with a smile. She has a brown hair and blue eyes and wears a green pants and shirt with blue breast armor, black boots, and a white cape.
"You are?" I asked.
"You can call me Elfe and I was one of the leader of Avalance, can I have your time for a talk?" she asked politely.
"The Eco Terrorist? You don't look much for a Leader of a Terrorist organization." I said as I let her in.
"Did you come here alone?" I asked as we sat in the living room.
"Yeah, it's won't help much after all to bring many people to face someone of your calibre. It only will make you wary of me." she answered.
"Heee, and you also confidence in your skill if you fight me huh." I said looking at her with a smirk making her surprise as I see through her.
"Thought it was for a steep price!" I said while looking at her hand and she frown.
"What do you mean by that?" asked her confused.
"Huh, you don't know? That Materia on your hand, though it can boost your fighting capabilities it will take your lifespan as a price for it. You must have feel it right?" I asked.
"Anyway, what is the purpose of the leader of Avalanche comes to visit me?"
"I come to ask if you are interested in joining our group. We know that you don't have a good relationship with Shinra and they are trying to capture you once though failed," she answers.
"Hmmm, not interested. If you have investigated me that much, you must know that I am the twin brother of Sephiroth right? And he is now one of the leaders of Night Raids it makes me having close ties with Night Raids." I said
"Yes, we know. We also send another leader there, to have a cooperation with them."
"And this leader being?" I asked.
"His name is Fuhito, one of the leaders of Avalanche beside me." she answer.
"Ahh, him huh." I said.
"You know about him?" she asked surprised.
"Yea, just a little. But enough to know that you will be receiving his corpse after he visits with Sephiroth. He is the type that he dislikes after all." I said with a shake of my head making her frown.
"Anyway, I don't have interest in joining your group. But, you can find me if you want to fix that declining lifespan problem of yours. With a price of course, I am not a charity after all." I said before leading her outside the mansion.
"If you change your mind, please contact me. Here is my contact information." she said
"You are not afraid I will give this to the Shinra?" I asked her.
"I don't think you will do that with your relationship with them." she answers.
"You are right! Besides, it was too troublesome." I said with a shrug before walking back inside the mansion leaving her at the gate.
