Since those Kobolds didn't belong to the Tower, they should be able to move through the floors just like the tamed creatures of Players. 

Still, they were restricted going only up, similar to Players, and considering that the monsters up there would most likely not be friendly, it would be safer to stay where they were. But if they stayed here the moment that Jathurth respawned, he would kill them and feed from their draconic bloodline.

Also, Shingi wanted to investigate if Anyuim could use the Spirit Element. He knew that there were Shaman Kobolds, which should be the closest to what should have access to the Spirit Element, but he had faced them in the past, and they didn't show the ability to use something like that.
