Dayus took advantage of this Idiot with no brains but big ambition and planned the whole thing. He knew that this place would be Sam's first target, so he wanted to deal with him using the Puppet organization and since Sam wouldn't go down without a fight, the puppet organization would be damaged and he would deal with it from inside.

He thought that since Sam needs time to prepare and it is those preparations that make it possible to attack the organizations, he wanted to eliminate the preparation phase by placing him under the eyes of the organization heads from the start.
