He was still the squad leader of squad one, it means he was next only to Osamu when it comes to strength.

Well, Kiryuu could be stronger than him but Astra actually asked him to fight against each of them in a one on one battle.

"Could you be scared sir Hayate?" Astra provoked him.

His eyebrow twitched upon hearing this, "You sure know how to provoke others don't you?"

"One of my talents sir," Astra replied with a grin.
