I mean Momo's quirk does allows her to create materials she knows the composition of and I doubt the doctor doesn't know the composition of most materials in his universe so theoretically she could create the wacky stuff in doctor who as long as she has the blueprints of the thing she's creating and know the composition of materials. So maybe it’s possible but this hinges on the fact that the doctor knows the exact atomic makeup of said materials.
2: His knowledge, while truly monstrous, isn't really usable to a good extent. She can't create shit like a Tardis, as the Tardis is made via forming literal dimensions, and the Tardis itself is basically Nigh-Omnipotent and a miniature universe in itself. Most inventions aren't entirely possible to make for her because of that. She can make a sonic screwdriver, she can make other inventions, but the truly insane shit, is far beyond her. As Momo's quirk cannot create shit like that. That, and how would she gain some of those materials? Quite a few materials needed for certain objects, is native to Doctor Who, and isn't something she can just create through Momo's quirk...yet.

The Doctor, aka the many many many many time saviour of the universe. One of the last remaining timelords of Gallifrey, and perhaps the best of them. The Doctor is one of the most intelligent, wise, and knowledgeable characters in not just his universe, but all of fiction itself. The time traveling timelord is a genius, far surpassing most, even the users current characters pale in comparison to this mans knowledge. Includes all helpful/important knowledge, and his species as a Timelord.

While he’s dating person 1, she’ll be the female lead but if they break up and he moves on to date person 2 then she’ll be the new female lead. Multiple female leads but at different points (not at the same time).

To be honest, if it weren't for his invisibility ability, he might not have become a Genin. Yami's ninja talent is alarmingly low. It took him a long time to barely master the Three Body Technique, and his chakra was pitifully low, barely reaching the standard Genin level. Even now, his chakra could only handle a few Jutsu before being exhausted.
