That's not how that works, Kakashi as an example has an affinity to lightning and earth not water but was able to copy Zabuza's water style juts, that's one of the reasons why the Sharingan was as feared as it was.
And since he didn't have Water-style chakra, he couldn't use the Sharingan's copying ability to fight on equal footing.

I don't think the reflex speed is a requirement to use the FTG, unless you mean like to use it like Minato did, popping in and out of the battle like he does, in which case yeah the reflexes are basically mandatory.

This is already a very different story from the show or manga so I'm going to assume this part about the mother being the last of the species is a part of that. Don't take this as a complaint, I just wanted to check since the original was Koneko and Kuroka were the last of their species after Kuroka went "mad" and the rest of the species was killed off with Kuroka escaping and Koneko being taken in by Rias if I remember correctly.

I think that " desire to kill" is a poor choice of words. If he thinks his opponent is irredeemable he won't hesitate to kill as seen with people like Ishiki, but if he thinks he can help and turn them to the good side then he will do all he can, like with Sasuke.
