From the way its written I think its felgrand cl1 and then dress cl2, or else the dress would have been activated a paragraph prior. Felgrand would have also banished something from Rafael's gy (unable to target Eatos). Because what I understand from this paragraph is that forbiden dress protects from felgrand's banish effect once already targeted (which it should not). But hey, I'm no judge, maybe I'm making a mistake (and its not like anyone actually cares about a little ruling mistake like that)
