If you wanted to low-ball Sasuke, making him half of light speed, 1% of that is still 3,355,000 mph, or mach 4,372, which is significantly faster than anyone in JJK. (In reference, if Kashimo moves at the speed of lightning, that is around 270,000 mph, or mach 352, not even 1%.) Now, let me ask you, have you watched Naruto? Because I don't think so.
