There's something I don't understand! How can they access the game data to stream the content if they don't have access to it? Otherwise, you might as well join the other 5, which would justify that. Here we are talking about a capsule belonging to the 5 hegemons, not a pc that belongs to just about everyone where it is easy to broadcast from this one. Why would they distribute the data instead of using it for themselves?
