It's my opinion, but the way Kurokai was disqualified from the licensing exam is a bit strange, he seems a bit dum, I know that's his personality, but the guy is still very serious when he wants to be.

This is a very good fanfic. I love villain stories and AFO is one of the best. I think she has handled the development of her story very well and it doesn't feel incoherent. Highly recommended.
