I believe that if given the opportunity, Hiruzen would have been the sacrifice for the reaper death seal instead of Minato. Unfortunately, Minato ended up teleporting the 9 tails away from the village along with him, leaving only him to perform the reaper death seal with one half into him and another into Naruto. Hiruzen had no chance to reach Minato fast enough to become the sacrifice himself.

I don't know about King. Being mistaken as strong is just what makes King an entertaining character. If he ended up becoming strong by just getting a devil fruit, that entertaining factor goes away. Instead you could have a super suit made for him from Meowth technology and make other characters believe he is using it to limit his power.

You don't need to change the system, you just need to change the naming. Whether it is the police, government agent, or any other public service worker, it doesn't change the fact some (or even most) don't exactly do it completely out of the goodness of their hearts and have other goals in mind. It's not that they are despicable, it's just that they are human. When you call those service workers "heroes" however it can lead to people expecting them to do and be something they aren't, and that just ain't healthy.

I think you would first need to move to a specific country for that last act of debauchery to be done legally.
