Dumbledore, Hiruzen,and Makarov all bare titles and the ability to "might makes right" many problems an ability they all use sparingly but Makarov doesn't have a council position where he makes decisions where he has to deal with extra politics, corruption, and possible guilt from hard decisions on an international scale because he has a title as a saint like how an Olympic athlete doesn't get hastled with those decisions or the leaders of criminal organizations which Makarov is debatable not, leaders who probably don't care about how the moral grey of their decisions effect others. nope Makarov is the proud member of both the cool kids club(saints) and the club of local business owners who take tax deductions under the guise or condition of paid public service like a fire department with bar attached which is a far too accurate comparison, a hilarious comparison, and something I strongly suspect is legally grey irl might as well tack on his volunteer service as a coach for a youth and professional sports and team that he was once a player for because that would some up the guild. sooo which Makarov's titles or responsibilities place him in a position to have direct majority in life ruining, guilty conscience stirring, megalomaniac "for greater good" delusions. cough. decisions
