That's some massive BS. By 6 months, he could very well be fully outleveled. What about the rule of being at the top of the leveling list? Will that be rescinded when he literally cannot level up?

Solo gameplay is not encouraged 2 years into the game, however, your actions as a solo player are inspiring the masses to follow your lead and shift away from the guild oriented model that we wish for them to conform to.
