That's a different logic. Here they are also hunters, they should be able to know who he is. I mean come on, your country should have broadcasted or even posted his apperance multiple times in the general public. No country would like to offend a hunter of that calliber. On top of that his a NATIONAL LEVEL HUNTER for crying out loud. They should have the recognize him as they are also hunters in profession. So it does not make sense how they do not recognize him with how NATIONAL LEVEL HUNTER are beings that holds immense influence in the world, specially after the S rank raid. In addition, he was just being broadcasted a few days ago in the conference where he shows a new means to combat the creatures inside the gate.

as of now the world has no device to determine how strong the hunters and the gates that they are going to raid as it was only 6 days since the gates appeared. But since it is the first appearance as well as the first raid I came up with the logic of the gates that appeared should be E to D rank. As for your other question that remains a mystery.
