for anybody wondering, you do get an overall stat increase from unlocking and upgrading the sharingan, sasuke when he was fighting naruto said he can see naruto but he is too slow when he had a 2 toemoe sharingan, when he got the 3 toemoe he said he can predict where naruto is going to strike and that he got faster
