gunpowder by itself isn't that surprising since it is a chinese-based world. According to wikipedia, it was even invented during the 'TANG' dinasty. As for the lack of gunpowder-based inventions, it was a matter of need, I think. Why bother using gunpowder that requires a precise craft when there's Soul Power that every Spirit Master can feed? Soul Land world is a absurd mess of historic stuff like outfits, food, 'sayings', legends and then there's the 'ancient' guindance tools that are created who-knows-when in the past... whatever civilization that created spatial tools surely could have invented gunpowder... explosion is a art, after all.
