No, but yes. It doesn't suddenly get buffed, but it is the strongest holy sword in the nasuverse so anything like Dead Apostles, which are weak to Holy attribute, gets destroyed.

Then took their bodies and souls and stuck it inside a Sacred Gear. So Big G had help ganking the two dragons, stuck their souls inside a Sacred Gear and then put it in a gacha for humans to roll on upon birth.

Excalibur is much more powerful overall when compared to the Boosted Gear. While the Boosted Gear allows for the user to potentially kill Gods, Excalibur can kill The White Titan, who's true name is Sefar, a being which basically ended the Age of the Gods by killing the Gods. In an alternate timeline where the fairies were too lazy to create Excalibur the Earth was destroyed. The last time Sefar encountered the Earth 80% of the planet's surface was burned to ash. While it is true that Excalibur's full strength can only be used if there is something threatening the world it doesn't really matter, seeing as how even while in it's sealed form it can melt asphalt with a light touch and can kill a Gigantic Horror, a summoned monster from a LOVECRAFTIAN TEXTBOOK. The Gigantic Horror tanked the attacks of FOUR servants INCLUDING GILGAMESH, and EXCALIBUR LITERALLY DISINTEGRATED IT. Keep in mind that Excalibur is weakened as it became a Noble Phantasm and is used by Artoria as a Heroic Spirit. Heroic Spirits are weaker compared to when they were alive.
