i know im late but after reading a bit, it seems like ap is a form of mana and not a means to upgrade abilities. All those costs are most likely the cost to use the ability and not how much it would cost to upgrade it. That being said its a very confusing way to phrase it especially because it hasnt been explained and we are already used to systems having a scammy power to just upgrade abilities.
I know its late and you are way past this, but her ability is level 2. However her actual level is 1.
