this is a stupid decision. He should continue to search and slaughter the toads at Mount myoboku while the toad army is away to show that he is not a fool that is easily baited. This will allow him to wipe them out since even if he kills every last toad in the toad army he will still need to find Mount myoboku to kill the rest that will be able to escape in the mean time if he has to search for Mount myoboku after destroying the toad army. As such he will fail to wipe them out failling to fulfill his promise and leaving potentially deadly enemies for him and his descendants in the future.

wasn't it actually stated that he was pushed to retire because many saw his peace seeking politics badly and that he became hokage again because their was no other kage level shinobi in the village(jiraya and tsunade out of konoha and guy not officially a kage level shinobi)?

If I remember correctly it was tobirama who said that when orochimaru used edo tensei to bring the hokages back to live in the fourth shinobi war that orochimaru had made the mistake of bringing them back closer to their power in life then the last time he used edo tensei so he tried to break orochimaru control over him and Hashirama told him that he could not because orochimaru had his cells(he used zetsu as his container) and was talented. Orochimaru stated that while he could hold back the others Hashirama could break free whenever he wanted indicating that he was the most difficult to control. Tobirama also said that kabuto and orochimaru surpassed him in the use of edo tensei since he didn't intend to use it to have dead ninjas fight with their full potential but as sacrifices so when he was alive he could not have the Reincarnated ninjas use their real powers. According to kabuto the reason Hiruzen was considered the most powerful kage of all times is because the power of Hashirama and madara was not well known and treated as myth because their reported feats were to unbelievable to be human as well as that those who fought them and were still alive never fought them at full power like onoki underestimating madara true power because madara didn't take him and the 2nd tsuchikage seriously. I agree that Hiruzen is a powerful Hokage who at his peak probably surpassed Tobirama since he knew all techniques in konoha even if he could not use all of them he was also a very versatile fighter capable of peak taijutsu,ninjutsu,genjutsu,fuinjutsu etc... and all that without bloodline tracing back to the ootsuki or kekai genkai. Hiruzens intelligence should also not be underestimated since he could use danzo for decades without any danger to his position was feared by orochimaru and danzo at least until the end of the 3rd war for his resourcefulness and ruthlessness and hindered danzo becoming hokage even after his death until danzo was officially(naruto and kakashi were also kage level but not officially) the only kage level shinobi left and in control of a powerful anbu like unit the root. Hiruzens reputation alone allowed tsunade who was nothing more than an undeclared/unofficial missing nin(plenty of people of all villages lost all their loved ones and their clans while still serving their villages) to become hokage.
