Sage mode ain’t really refinement, I get where you’re coming from, but the original argument is that “Chakra refinement” isnt a thing in Naruto and since sage mode is sensing then absorbing an outside energy source then finding the right mix of chakra and natural energy to enter sage mode for a limited amount of time it’s closer to a normal shonen power up.

It was kind of touched on early, since it’s a “revolution” only some of the top brass in it will be in it for the greater good of the populace, a large percentage just want to grab for whatever power they can while the empire was weakened by shitty officials, like night raid is all people who when they heard the news that things were getting better in the country they were all happy but also confused since for at least the last few years they’ve been fighting a hidden battle against the corrupt in the empire and now they just have nothing to do.
