You have to consider that not only could you magically deplete the land forcing the plants to grow, the grown fruit might not be very nutrious as all the available resources were used on growth leaving little for food storage. The more practical concern being that remember the griffon academies produce the best students many of which are nobles and very few people can cast big spells. You would be redirecting a lot of nobles into farming which they would object to while also losing a number from your literate population for office work. It would be much more practical to offer trades to plant folk for products but then do the people trust dryad parts? Maybe that watermelon seed you swallowed will start growing in your tummy little one?
Hence all the regions, no matter along which side they had fought, were going to be treated equally and celebrate the end of the conflict. The re-unification of the Kingdom wouldn't come true until its people had a reason to rejoice for it instead of missing the Mad Queen.
