I am not so sure... Kiri is the worst (bloodmist policy), than Suna (they dont have anything even food is sparse), next in my opinion is Konoha (maybe You have everything but there are sheming Danzo and Hiruzen, there are also Zetsu and Obito who can pop out from nowhere), Iwa and Kumo cant say anything about them but Onoki and A were quite a good leaders especialy for their camrades.
