This is actually incorrect. Devils are weak to light and holy, with holy being divinity(as in anything relates to gods) and light being an elemental weakness( like being weak to fire). Fallen Angels can't use holy because they fell and are actually weak to holy.
Fallen Angels just seems to overall be the best choice. Natural holy element manipulation, resistances, no glaring weakness to anything holy, etc.
