Level 15 beasts were not intelligent enough to learn human language, but they were quite intelligent. They could more or less understand what was happening in their surroundings even though they lived among humans without knowing the language.

Facial expressions and other forms of language were helpful for these creatures to understand their surroundings.

Ice wasn't sure what it was hearing, but noticing Lothur's gestures and tone of voice, it thought he wanted it to stay behind waiting for him.
