There was no loophole in his words and so Arkan D'razure went into a 'dilemma'. But he knew the power of the person before him and thus, he was forced to hide his ambitions and became humble. 

"Gracian indeed made a huge mistake by not taking your permission. It was indeed necessary to report the situation before doing anything drastic like fighting someone with that mecha. I agree with you, Guzzen." Emperor Arkan D'razure agreed readily.
