Power Control: This basically allows him to make Powers by spending charges. He gets 5 charges per year. And they increase by 1 every year. Each power at least starts at 5 charges. And the cost to upgrade them double each time.
As of Chapter 3, he learns that he can get charges by killing people
He currently have three powers he made; the numbers are how many times he had upgraded them.
Chapter 1 to 4
[Self-Biokinesis](Changer/Trump): 3
The ability is now smoother and faster. Requiring less focus for most changes
He use this power mostly to heal and enhance himself.
[Biomass Production](Trump/Striker/Shaper): 2
He can now produce 10lbs of Biomass per day. Unused Biomass do not carry over.
[Regeneration](Brute): 1
He can regenerate two times faster than the average Runeterra being.
Chapter 5;
[Time Skip] (Mover/Shaker):3
He can skip Foward 0.4 seconds in time. There is no cooldown but it scales with his stamina.
[Rewind] (Mover/Shaker):2
He can rewind 2 seconds back in time. But he cannot rewind further than his intial starting point
[Reinforcement](Trump/Striker): 1
You can double the attribute of anything you touch.
He has 79 charges left as of chapter 9
About Power Control, it's a power from an old Worm Cyoa. Most of Webnovel have never seen those before. It wasn't popular in this app so I'll put an explanation here.
Basically Worm have Parahumans. They are basically powered humans. They all have abilities that are classified into different groups.
Thinker, Tinker, Striker, Shaker, Breaker, Brute, Master, and Trump.
Mover: An ability that grants a cape enhanced speed or mobility. (Super Speed, Teleportation)
Shaker: An ability with an area of effect. (Like Law's Room, Space Manipulation)
Brute: An ability that grants a cape enhanced strength or durability. (Basically anyone from Peak Human to World Breaker)
Breaker: An ability that allows a cape to shift into another state. (Human Torch, Logia Users)
Master: An ability that allows a cape to control others or create minions. (Mind Control, Pheremones, Summoning Jutsu)
Tinker: An ability that allows a cape to create or alter devices with futuristic technology. (Basically becameTony Stark in a subject but without actually studying)
Blaster: A long-ranged, offensive ability. (Heat Vision, Ice Breath, Kamehameha)
Thinker: An ability that focuses on information gathering. Or basically makes them sherlock holmes in some cases. (Body language reading, timing, enhanced reflexes)
Striker: A melee/touch-based ability.

Trump: An ability that allows a cape to manipulate powers in some capacity.(This is what our Boy have. Also transformations count. Anything that can make you stronger or make your powers stronger is a trump)
Stranger: An ability that focuses on stealth and/or infiltration. (Invisibility, Ghost Form)
And an unofficial one: Shaper. It's basically an offshoot of Striker. Affecting only matter. Like Atom Eve
