章 173: Amber Council
With education underway, Lyrus turned his focus to governance. The empire was officially divided into regions, each managed by a Regional Overseer. These overseers were given authority to govern their territories, collect taxes, and maintain order. To support them, Local Governors were appointed to oversee smaller districts within the regions.
To ensure accountability, Lyrus established the Amber Council, a governing body composed of representatives from each kingdom, sect, and region under Amber Heavens. The council met regularly in the Sanctuary of Light to discuss policies, address concerns, and propose initiatives.
"This council will ensure that every voice is heard," Lyrus said during the inaugural meeting. "But let there be no mistake—Amber Heavens is one empire, united under one vision."
The council members pledged their loyalty, their unity bolstered by the trust and respect Lyrus commanded.
