Did Kuzan truly believe that Central Authority was a worthy successor to the Navy?

With a final roar, Sengoku discarded his Cloak of Justice, his body glowing as he transformed into the Golden Buddha. He lunged at Shiro, sending a powerful shockwave in his direction.
But Shiro was not intimidated.
With the speed of lightning, Shiro dodged the attack effortlessly and retaliated with a single punch, his fist imbued with Haki. The punch landed squarely on Sengoku's massive golden form, sending him crashing back to the ground.
Blood dripped from the corner of Sengoku's mouth. As Shiro had said—Sengoku was old. After stepping down as Fleet Admiral, his power had waned, his body worn down by age.
If this fight continued, there was no doubt—Sengoku would die.
"You're right... I'm old," Sengoku muttered, still standing, his legs trembling slightly.
"If Garp were here, he'd pummel you senseless. But as long as I still stand, I won't let you leave this island, Shiro!"
Despite his injuries, Sengoku stood firm, prepared to fight to the death if necessary.
Shiro's expression softened, but there was no room for mercy. He gestured towards the west, where dozens of video transponder snails were hidden among the trees.
"Sengoku, it's too late. Since the first strike, this entire battle has been broadcast to most of the Marine branch bases. And my biggest audience? None other than Morgans, President of the World Economy News Paper."
Sengoku followed Shiro's gesture and saw them—dozens of Den Den Mushi, broadcasting the battle live to the world.
Despair washed over him.
The Navy, as he knew it, was finished.
Sengoku sank to the ground, his heart heavy with guilt and frustration. The World Government had failed. The Navy had failed. And now, the entire world would watch as their great defenders crumbled under Shiro's might.
