If he wanted to fight, he could have done so anytime? However, stopping so abruptly made no sense to him…..

'Is he planning to cut the ropes of the bridge? Is he trying to pull some childish trick and drop me in the water?' Arlen wondered, as watching Leo stand so close to the bridge and the supporting ropes, Arlen wondered what his intentions were?

The current below the bridge was weak at best and the bridge was mostly for convenience and not necessity.
