He was an enlightened low-rank wizard of the first sky. To advance to the next sky, he needed to shatter the sky-like barrier directly above the accessible area of his arcane heart.

Two things were needed for that: a soul power capacity of at least 200 units and an intermediate level of control over soul power. Without meeting either of these two conditions, it was virtually impossible to break through to the second sky of the low-rank wizard stage.

Valerius had already met the second condition when he refined the Soul Manipulation Skill plate. All he needed to do now was increase his soul power capacity to above 200 units. Then he could attempt to breakthrough. 

Not to mention, it wasn't a hard thing to do for him as he had all the resources he needed to increase his soul power at hand.
