Siren, disrupting an event with your sonic show might be chaotic, but it's not achieving our objectives. Mirage, creating illusions in the streets? It's causing panic, but it's not advancing our cause."

Scorch crossed his arms, a fiery glint in his eyes. "What's wrong with a little fire, man? It's all about chaos!"

Carl shook his head. "We're not here for chaos for chaos's sake. We're here to achieve strategic goals that align with the VSA's interests. Now, let's discuss your individual plans and how we can improve them."

SCORCH:

Scorch's location was an industrial district on the outskirts of the city. Carl focused on the holographic display of the area.

The main reason the VSA had given the three villains to Carl was not only because they were a bit difficult to work with, and the VSA hoped that Carl, who had shown great patience and managed to make villains that had previously been very difficult for others to work with, such as Blorg, the ultimate pain in the ass for handlers.

They hoped he could somewhat make the three villains a bit more cooperative with handlers, and that he might, potentially, have them form a team.

The VSA never had enough teams of villains.

While the heroes would regularly make teams, the villains were the opposite. The HA didn't have a lot of heroes that worked independently, but the VSA lacked teams as the villains enjoyed working solo and mostly hated working with other villains.

Still, when it came to the trio of Scorch, Mirage, and Siren, the VSA doubted that they would form a team, not only would the villains think it was bothersome to relocate and then get to know their partners in crime, but their personalities were very different, making it difficult for them to truly work with each other.

Despite the doubts surrounding the formation of a cohesive team, Carl knew that getting Scorch, Mirage, and Siren to work together was crucial for the next step of the plan. The next phase required a collaborative effort that pushed the boundaries of their individual abilities.

"Alright, Scorch, Mirage, Siren, gather 'round. We've proven that each of you can wreak havoc on your own, but now it's time to step up. The VSA wants you to work together on a mission. A big one," Carl announced, eyeing the holographic screens that displayed the city.

Scorch raised an eyebrow, flames dancing in his eyes. "Why do I need these guys? I can handle things just fine on my own."

Carl sighed, knowing that convincing them would be a challenge. "Because, Scorch, together you can create chaos on a scale none of you can achieve alone. The VSA is watching, and if you want to continue your solo endeavors, you'll need to prove that you can be a team player when required."

"Not to mention, the data you guys collected from the previous mission was actually connected to this as well."

Mirage smirked, their form shifting in shades of mischief. "This should be amusing. What's the mission, handler?"

Carl pulled up the holographic map, revealing a central location in the heart of the city. "There's an underground facility that the Hero Association has been using for experimental projects. We need to infiltrate it, gather intel, and create enough chaos to divert their attention."

Siren tilted her head, a sly grin on her face. "Sounds like a challenge. I hope you've got a plan, darling."

Carl nodded. "I do, but it requires each of you to play a specific role. Scorch, your job is to create a distraction on the surface. It's all about coordination and timing."

Scorch smirked, eager for action. "So, we create a spectacle while Siren does her sneaky stuff. I like it."

Mirage chuckled, the air around them shimmering with illusions. "Finally, a chance to put on a real show."

Siren twirled a lock of hair, her eyes glinting with mischief. "I'll get in and out without them knowing what hit them. Let's do this."

With the roles defined, the trio set out for their mission. Scorch ignited controlled fires on the streets, drawing the attention of both civilians and the Hero Association.
