Manish Agnihotri was going through the intelligence files received from the agents active in east Pakistan.
Since December 1963 because of the Hazratbal incident the Kolkata branch has received special instructions to pay attention to the population numbers of Hindu community fleeing from east Pakistan to west Bengal.
However, recently the agents active in east Pakistan has been sending files that include the family information about the educated people in east Pakistan. All the people living in Dhaka who are Bengalis and educated the information was piled up in the room.
Deputy Director Manish couldn't understand the behavior of the field agents, so he collected the files and walked towards the Director's office.
When he reached the director's office, he knocked on the door.
"come in", came a steady voice from the office.
Manish opened the door, walked inside and closed the door behind him.
"Manish, Sit down, what can I do for you?", asked Director V. Murugadoss with a standard smile on his face.
Director V.Murugadoss was a typical bureaucrat with potbellied figure, thick glasses covering his sly eyes with a mustache. There was just one flaw, his right ear was cut in half making him look unnatural.
He told people that he received the injury in goa liberation operation conducted in 1951.
"Thank you sir. I was going through the intelligence from east Pakistan, our agents are sending some unusual information back since April." said Manish.
"OH. what kind of information you find unusual?" asked Director V.Murugadoss.
Manish put the files in his hands on the table in front of the director.
"Sir, See these information is all about the intellectuals, student, professors, doctors, teachers, landlords, businessmen. I can understand the information about the intellectuals and businessmen but why are they sending other information when we didn't issue such mission? Are they..." asked Manish already confused about the field agents behavior.
Manish stopped talking when he saw the director looking at him without speaking.
"Manish, did i ever tell you the story about how my ear was cut in half?" asked Director V.Murugadoss looking as if he was recalling some distant memory.
"Yes sir, many times. when you were rescuing your partner, one Portuguese officer tried cut your throat, you ducked your head so he missed and your ear was cutoff." replied Manish mechanically, anticipating that this story may change in a few seconds.
"That's what I tell to most people. Let me tell you another story about how my ear was injured. I was stationed in Hubballi in 1951, I was promoted to deputy director and given the task to spy on the Portuguese military intelligence.
In September 1951, I was summoned by the Division commander that was stationed in Hubballi at that time. He asked me to provide all information about the Portuguese military deployment in goa. I told him, I can't give him the information, i need to receive orders from my superior to provide him with any information.
The commander told me that he has permission to carry out this mission from a high-level person from Delhi, that i should just provide him information. When he saw me not cooperating with him, he told his soldiers to capture me, then he took out a knife and cut my ear off. He said now you can tell them you were forced into giving information." said V murugadoss.
Manish was shocked, he always thought that goa liberation operation was carried out under prime minister's instruction. why does all this sound so absurd and like a conspiracy.
"Do you know who was the Division commander in Hubballi?" asked Director V.Murugadoss looking at Manish.
"Huh. No, why do you ask?" confused by the question Manish asked.
"His name was Vijay R. Sharma." replied V.Murugadoss.
Hearing the name Deputy Director Manish didn't respond for a time, then a light bulb lit in his brain, his breathing fasten, sweat was rolling down from his forhead.
"Chief of Army Staff", exclaimed Manish.
"Yes, Our Current Chief Of Army Staff not only violated the military orders but also starved hundreds of Portuguese soldiers to death when they surrendered just because he couldn't complete his mission of liberating goa in 20 days.", said the Director.
"Our country was sanctioned by western powers for 2 years. If you remember the headlines at that time was 'Goa is inherent territory of India since ancient times'." V. Murugadoss smiled warily.
Manish Agnihotri was thinking wildly 'How can a military officer who carried out operation without prime minister's permission, without Ministry of defense's permission still not be court martialed. And after 13 years become chief of army staff. what went wrong. who has the power to go beyond the prime minister's power.'
"Shouldn't we do something about it, Sir?", asked Manish.
"Do What?", asked V.Murugadoss with a dead pan face.
"Inform the prime minister, that someone is using the government agencies to carry forward there own agenda?", replied Manish as a matter of fact.
"Do you think nobody tried in the last 10 years? Do you think your the only one who found these anomalies in the operation of intelligence department? If you pay close attention to all the orders given by the government and the work carried out by the officials in different parts of the country, you'll find that there is work more done than required in some places and work that was below the requirement. And all those resources vanished, god knows where."
"Manish, before you think about reporting any of these things to the high-level official, you should first go through the list of dead officials, Politian's, businessman, landlords in the last 10 years. Read what they were doing before there death. The people who are doing these things have there eyes and ears in every corner of the country." sighed V.Murugadoss
