Despite these issues, there were also clear advantages. The Land of Red was generally free from chaos, and order was maintained. 

The environment was positive, and people had a strong sense of community and respect for each other's lives.

Kazuhiko felt that these problems, while significant, would be resolved in time. He had confidence in the Land of Red's ability to correct itself. 

He was content to let things develop and would intervene only if necessary.

By the time Kazuhiko returned to the central government building, the new ninja training facility was nearly complete. 

This was a sign of progress, indicating that despite the challenges, the Land of Red was moving in the right direction.

Despite the influx of seasoned veterans joining the effort, not all were assigned to the Kazuhiko research department. 

Instead, the project's construction was well underway, with various stages of development proceeding simultaneously.

This new ninja school could be described as a high-level military academy, designed to host hundreds of students at a time and focused on advanced ninja skills and tactics.

Additionally, it intended to seek out young orphans from across the ninja world and offer them a place to train.

Kazuhiko wasn't merely providing shelter for refugees along the Land of Fire's borders. 

Especially with the onset of winter, Kazuhiko's teams scoured the underground black market, gathering orphans or sending out squads to rescue those in need.

Any orphan without significant physical disabilities had a chance to be trained, with the expectation that they could eventually contribute to the ninja force. 

The trade-off was that while this large-scale recruitment might not produce top-level ninja, the sheer volume of recruits would compensate for any deficiency in quality.

However, the ultimate benefit was that these orphans were given a chance at life—something otherwise unattainable in the harsh world of ninjas. 

Through these efforts, Land of Red managed to rescue hundreds of homeless children, providing them a semblance of stability.

According to reports, over 400 orphans had been gathered thus far, with plans to officially integrate them into the Bright House Orphanage next month. 

Before that, they would undergo initial education to prepare them for a more structured environment.

These orphans had often experienced the harsh realities of life far too young, resulting in unstable personalities and violent tendencies. 

To address this, they were first sent to a specialized "Early Childhood Re-education Center" where they would undergo a form of rehabilitation. 

This was meant to instill basic social behavior, teaching them to follow orders, distinguish between right and wrong, and refrain from aggressive behavior like attacking or stealing.

The re-education process was overseen by a group of robust, physically imposing individuals tasked with instilling obedience and the understanding of societal norms.

Once these basic concepts were firmly established, the orphans were transferred to the Bright House Orphanage, where they were cared for by a team of nurturing female caretakers.

 These caretakers provided them with a sense of family, fostering a feeling of warmth and humanity while teaching them the importance of gratitude and dedication.

Kazuhiko's mother, a middle-aged woman with a warm and nurturing presence, applied her parenting skills to the orphanage, adding a touch of compassion and care that the children desperately needed. 

The orphans, who had little to lose, quickly grew fond of her, seeing her as an angelic figure.

While some might see it as brainwashing, Kazuhiko's aim was to help these children overcome their external struggles and replace their hearts filled with hatred with a sense of warmth and security. 

His hope was that this would instill in them a more balanced outlook on life, enabling them to grow into well-adjusted individuals who could eventually integrate into a stable society like Land of Red's.

Once enrolled in the orphanage's educational program, the children received instruction in morals and ethics, as well as lessons on patriotism, friendliness, and harmony. 

The goal was to give them a sense of belonging and humanity, letting them feel cared for and valued.

Uzumaki Miyuki, who had a keen sense of people's needs, carefully selected women with patience and experience to join the Bright House Orphanage. 

Many of them were women who had lost children themselves, bringing genuine maternal warmth and understanding to the orphanage. 

She and her team worked tirelessly to provide these orphans with a sense of family and security.

Uzumaki Miyuki often dedicated long periods to staying at the orphanage, sometimes weeks at a time, to ensure the orphans received the support they needed. 

Both she and Kazuhiko were committed to re-educating these children, making significant efforts to give them a brighter future.
