The work at the government building had been put on hold. Tan Rou had not started school yet, so she still had about a week to deal with her new work.  The merchants in the mall had not moved out yet. Business was not good these days. If they moved out, they did not know where they would go. Therefore, they stayed in the mall and wanted the new boss to sign a new contract with them.

 Tan Rou didn't rent the mall. She bought it, which meant she was the new boss. Moreover, most of the merchant's contracts had expired. She did not choose to renew them, so these merchants had to leave.
