It was made clear that the first boy had been sent out because he was a hot head. The perfect person to force an enemy to show off their skills. But the second boy was sent as a defensive test.

He was basically a punching bag. Sent to annoy an opponent and force them to show off their stronger attacks if they couldn't get them through. The boy was a sacrifice that needed to be close to a tamer to do any damage.
