Parnell was a government agent who had abused his power to start raider camps. He'd hoped to use the raiders to bring himself into power. They'd captured him and because he'd hurt Zurian's breeder, he would be tortured for a very long time to come. The same would be done with Jo-seph.

"We found the guns that shot them. It's definitely Parnell's lost technology," Zacar said.

"Every time I think Zanr found it all, something else crops up," Azagor said.
