Wallace observed the builders that the Conveyor Spacecraft sent out.

Compared to his Elysium that can also be used in combat, the android builders in front of them don't have any functionalities meant for combat. 

Apparently, it is to avoid the possibility of Xeno Collective to try and control these androids and to be used to fight their creators. The threat of this race is already more than enough so they can't give them a chance to infiltrate their defenses… 

The Xeno Collective is also another minor race similar to Arians but they were completely made up of machines or artificial intelligence.**

If not for their limited number, the Collective could've been considered as a Major Race… Luckily, they were already satisfied at controlling two planets and just decided to defend their territory.
