Kimura Kazuki had already talked to Sei Shigeru with regards to this and he had promised to assist Kazuki to speak on his behalf. In fact, from Sei Shigeru's perspective, even if Kazuki was to come to Fukuyama Shrine by himself, Shironeko would not refuse him due to his current strength and fame. 

However, Kimura Kazuki was previously busy with the preparations for his final examinations and thus he had no time to visit Kyoto. Furthermore, a few more things needed to be prepared in order to activate her consanguinity. Since Sei Shigeru was already in Kyoto, Kimura Kazuki had gotten some help from him. Thus, Shironeko had already known of Kimura Kazuki's intention.
