And in terms of magical power, Rainy has more or less the power of a normal talented person of her age. What she has more than the others is in terms of magical knowledge. And because of her wand and her nature, she's the most talented Transfigurator in the world, even if she doesn't have enough knowledge to back that up. In exchange she's bad with hexes and curses. And i'm not using magical cores or numerical power on the wizarding world magic. This world's magic is made so that is more abstract or at least left to the readers imagination. So the only way you have of comparing her to others, is the magical knowledge she has, and of course, her age, because before she is an adult, she won't have all her magical power. The numeric power of Rainy will be her Final Fantasy mana, magic and skills, and her power will skyrocket when she finds junctionable GFs. After all, the magic parameter and the magic! faith! will apply to the wizarding world magic too.
