The Empress Dowager had issued a decree that the bodies of the three criminals was to be thrown into an unmarked grave and no one was to retrieve or gather their remains while their heads would hang over the city gates for ten years, to be exposed to the harsh beatings from the elements of the weather, to suffer the punishment meted out by the heavens.
