My first thought was that he had become a "Shiny" because Igneel/Charizard turned black, but I quickly noticed that was not the case. No, it appeared that Igneel turned into a full-fledged dragon. The reason I came to that conclusion was the similarities he showed to the Mega X form, which had a black skin tone as well.

We started the first tournament right after breakfast. Naturally, we were moving from the bottom to the top, so Squirtle and Beldum got to go first. Well, after I selected 10 iron stage Utopians with decent strength. Even if they were there to make up for the missing number, I wanted them to at least provide a challenge for my iron duo. Squirtle actually ended up winning the final battle against Beldum by relying on Bite and Aura Sphere.

It appeared that Igneel had finished the first round of his limit-breaking phase, which meant that he was finally ready for his evolution to one of the "all-time favorite" Pokemon, Charizard.

i think he can if he gets the leader's permission since even if the togepi tribe are in mutual relationship with aura guardian , it is still their tribe and they can allow any trainer to catch a togepi but the condition is to get the tribe leaders permission , the same way mc only caught thor after getting uncle raichu's permission
Thankfully the leader did not attack me for my somewhat presumptuous request and eventually agreed, though I had to ensure that the sanctuary would receive 3 tons of beneficial snacks in return, which I happily promised since that was a rather generous condition on the leader's part.
